Almost all have an option to submit a free resume, however some won't post it unless you pay a fee to have them post across all of these sites. Generally, I wouldn't advise paying that fee, if you hit 2-3 of these each day, you can cycle through the list every month until something sticks.
Elance
If you have pretty good knowledge and some decent portfolio work, I'd check out E-lance.com. You can set up a basic account for free, or an individual account for like, $5 a month. You take a few tests to show your skill levels in areas of your choosing, and then you get a certain number of Job Connects which let you put project bids in on jobs posted. Based on how good your proposal is and your listed work, the client may award you with the job.
I just finished up a 24 hour project for a client and made $321.53. And that's on the low end of budgets. there are jobs which are budgeted up to $10,000(best for teams).
Mineeds is similar, but newer and not as reliable.
